Overview
This seminar is designed to meet the educational needs of government officials in charge of surface transportation procurements and contracts. Topics span the entire project cycle, including planning and needs assessment, pre-qualification and qualification of contractors, tendering or RFP process, proper use and management of consultants, procurement negotiation, best practices in project supervision, completing projects on time and on budget, as well as the critical importance of ethics, anti-corruption and financial integrity particularly for multi-lateral bank and privately financed projects. The seminar content is intended to be FIDIC friendly and draws many examples, techniques, and case studies based on the FIDIC model contract for the various modalities of infrastructure project delivery mechanisms.

Eric Dean Cook, PE
Eric Dean Cook is a Managing Director with Manchester Consulting Group. His professional fields of practice are infrastructure, construction, and finance. He is a registered Professional Engineer with over 20 years of experience in the planning, design, construction, and financing of transportation and civil infrastructure projects in the United States, Asia, and Africa, serving in roles such as Construction Supervisor, Resident Engineer, FIDIC Engineer, Chief of Party, Senior Engineer, Project Manager, and Chief Financial Officer.
Eric is a former Chair of the International Committee for the American Council of Engineering Companies (ACEC) and serves on the Procurement Policy Subcommittee for the International Federation of Consulting Engineers (FIDIC). He is a former Associate with the Wall Street Warfighters Foundation and has a FINRA Series 79 Investment Banking Representative qualification. He holds a B.S. in Civil Engineering from Virginia Tech, an M.B.A from Manchester Business School, and a Masters in Finance from Indiana University.

Cara Broadhead
Cara Broadhead is a Director at Manchester Consulting Group. Her professional fields of practice are countering transnational crime, financial analysis, risk management, business compliance and data analytics, social safeguards, ethics, and integrity management. She is a Certified Financial Crimes Specialist with over 15 years of experience in operational analysis in the government and private sectors both within the United States and internationally serving in roles such as Senior Analyst, Senior Intelligence Research Specialist, Business Analyst, and Foreign Delegation Liaison.
Cara is a graduate of the US Federal Law Enforcement Training Center’s International Banking and Money Laundering Training Program, US Department of Justice Financial Investigations Seminar, and the US Federal Financial Institutions Examinations Council International Banking School. She previously worked at the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) engaged in developing and implementing anti-money laundering, counter narcotics/terrorism financing and other transnational crime strategic initiatives. Cara is a native English speaker with fluency in French. She holds a Master of Science in International Relations from the University of Bristol, England, and a Bachelor of Arts in French with a minor in International Politics from the University of Central Florida.

Magid Elabyad
Elabyad has been employed with the International Road Federation for the past 12 years. As the Vice President of International Programs, he oversees the IRF’s training programs and regional capacity building efforts around the world. He has been a member of IRF’s Asset Management committee for the past 7 years and he leads the IRF Committee for Alternative Finance & Procurement. Elabyad is also the program director for IRF’s long running Performance-based Contracting training program which has helped educate over 900 high level officials form over 40 countries in the past 10 years. Elabyad conducted his undergraduate studies at George Mason University and has a Masters in Business Administration from Ohio University. He is also a CP3P foundation certified professional on Public Private Partnerships.
