Overview

Road pricing systems and technologies have made tremendous progress over the past decade, and today developing and implementing a local or nationwide solution presents fewer risks than was the case 10-15 years ago. Nevertheless, capital and operational expenditures remain a significant hurdle for many road agencies and toll operators. It is therefore essential for decision-makers to carefully consider the benefits of road pricing systems prior to large-scale investments.

The lectures will be taught over a two-week period with live 2-hour on-line sessions held Wednesday and Friday. Upon completion of the training program, the IRF will administer an on-line knowledge test. Participants with a score of 80% of the exam will be awarded with a certificate verifying their successful completion of the course.

Nina Elter

Nina leads EROAD’s Global Market Development team and is responsible for finding and evaluating new opportunities on the global landscape. She joined EROAD in 2012 and has more than 20 years of experience working within the technology, trucking, tolling and fuel card sectors globally, Nina brings extensive expertise in these areas. In her previous role, Nina was responsible for negotiating and contracting a wide array of tolling points of acceptance for the commercial goods and passenger fuel card industry across 37 countries in Europe that had previously experienced over 1 billion Euros in turnover.

Peter Carrr

Peter is responsible for working with government policy agencies and regulators across Australia and New Zealand on road safety, funding and taxation matters. Prior to joining EROAD, Peter held various positions in the New Zealand public sector in the social services and transport sectors. Most recently, Peter was the Manager Funding & Infrastructure with the New Zealand Ministry of Transport, responsible for: the forecasting and rate-setting of Road User Charges and Fuel Excise Duty; developing advice to government on land transport revenue systems and funding and investment policies; providing advice on the use of tolling, debt and public-private partnerships; and for evaluating and directing the reform of heavy vehicle dimension and mass regulations.

Jim, based in Portland, Oregon, is a pioneer and thought leader for distancing charging policies and systems. Mr. Whitty led Oregon’s efforts distance concept development, research and legislation for 14 years from commencement to enactment of the OReGO road usage charge program. Jim has spoken on distance charging in many countries, and testified over 50 times before U.S. state legislatures and twice before the United States Congress. Jim has conducted several day-long Road Usage Charge Academies for the states of Colorado, California, Texas and Florida.

Roshini, based in Seattle, has over 15 years of experience designing systems, optimizing operations and conducting data analysis for public and private mobility and transport service providers in Europe and the United States. Since joining Milestone in 2017, she has focused on RUC for light vehicles in the US. Her expertise spans vendor certification on the Oregon RUC program through to system design and implementation and policy evaluation on the California, Washington, and Hawaii RUC pilot projects. Prior to joining Milestone, she headed the Mobility and Transportation unit of a consulting firm based in Paris.

Based in Hong Kong SAR, Andrew provides advisory services to public and private sector entities in the Road User Charging policy area. From joining the team that designed and implemented the world’s first Electronic Toll Collection scheme in 1987, he now works globally and has been instrumental in developing, implementing and (now advising on) RUC schemes in Australia, Chile, China, France, Hong Kong, Singapore and South Africa. He founded and led the ITS United Kingdom Road User Charging Interest Group for 6 years and co-authored a successful “how to” guide on RUC.
