Overview

On every road network, there are specific sections where the number of accidents is especially high, requiring specific assessment and treatment strategies. Black spot programs aim to reduce traffic injuries at these location using crash records to establish collision patterns at the location and identify appropriate countermeasures that will reduce future crash frequency or severity.

Black spot programs have been introduced in many countries, yet there is significant scope for improvement and efficiency gains through improved methods for analyzing crash problems, more rigorous and systematic application of procedures, and a better understanding of available countermeasures.

Michael G. Dreznes

Michael G. Dreznes assumed his current position of Executive Vice-President of the International Road Federation (IRF) in February of 2012. Dreznes has spent the last thirty years working to make the roads safer around the world. He is recognized as one of the world’s leading specialists on roadside safety promoting the concept of “Forgiving Roads,” and has conducted multiple road safety training seminars on roadside safety, work zone safety, vulnerable user safety and road safety audit in more than sixty countries around the world. Dreznes is the Co-Chairman of the Transportation Research Board (TRB) AFB20 (2) Roadside Safety SubCommittee on International Research Activities, Co-Chairman of the United Nations Road Safety Collaboration (UNRSC) Decade of Action Pillar 2: Safer Roads and Mobility Project Group, and a member of the PIARC Road Safety Technical Committee 3.2 Design and Operation of Safer Road Infrastructure. In January 2015, Dreznes was named the winner of the TRB AFB20 Roadside Safety Design Kenneth Stonex Lifetime Achievement Award.

Professor

Darko Babic is a Professor at Faculty of Transport and Traffic Sciences, University of Zagreb. He works at Department for Traffic Signalization which has accredited testing laboratory in the field of traffic signalization and it is main research centre in that field in Republic of Croatia. Since 2003 mr. Babic is working on quality testing of road traffic signalization, with scientific approach to results. This gives greater view on road safety problems and determine the impact of traffic signalization to road safety. Besides that, he was involved in many projects regarding guiding signalization, accident data analysis, black spot identification, audits and trainings. Works closely with international companies in the field of traffic signalization (3M, Swarco…) on product testing, analysis and presentations. Mr. Babic is member of European Committee for Standardization CEN/TC 226/WG 2 (road markings) and CEN/TC 226/WG 3 (traffic signs) and President of Croatian Committee for Standardization in the field of Road equipment HZN/TO 509.

Ioannis Dimitropoulos
Senior Transport Specialist

Ioannis Dimitropoulos is a Senior Transport Specialist in the Transport Global Practice of the World Bank Group. Based in Zagreb, Croatia, Ioannis is leading or co-leading transport project teams for the Bank’s lending projects on the road sector in Croatia and North Macedonia. He is also a team member in several operations across Central & Eastern Europe, including support to road sector reform in Ukraine and Azerbaijan as well as road safety policy implementation in the six Eastern Partnership (EaP) countries. His main professional interests include road operation and maintenance, asset management, road safety, PPPs and tolling.

Prior to joining the World Bank, Ioannis was managing the operation and maintenance of major tollway links in Greece, including the Rion-Antirion cable-stayed bridge and the Moreas motorway. He was a member of the first board of Greece’s Toll Road Association (Hellastron) and has over 15 years of involvement in road sector concessions. He has also worked on the introduction of road safety audits and workzone safety standards at a national and European level, as a lead researcher in European Commission-funded projects in the 1990s, most notably ARROWS, and subsequently through development of guidelines and practical implementation on the Greek motorway network. He received his civil engineering degree from the National Technical University of Athens and an MSc in transportation from Imperial College, London.

Head of Transport Planning

Marko Ševrovič started working during his bachelor studies at the Faculty of Transport and Traffic Sciences, University of Zagreb at the Institute of Transport and Communications in Zagreb, where he worked as an expert associate in the field of transport planning, transport network design and GIS. His early professional interests in transport involved novel approaches to road use charging schemes and roadside equipment inventory video surveying and that directed him towards research of GNSS and development of specific GIS application, such as georeferenced video.
