Procurement & Contract Management in Highway Projects

Public procurement can be a leveraged to deliver long term value for money, promote innovation and sustainability in the road sector. Yet, the state of road project preparation, particularly in emerging countries, reflects chronic administrative weaknesses, and underscores insufficient efforts to learn from successful procurement practices. Many countries are ill-equipped to deal with the tendering complexities and delivery oversight mechanisms required for large-scale, multimodal transport infrastructure corridors.

Designed by IRF in anticipation of a new certified training course that will run June 3-7 2019 at the IRF Global Training Institute in Washington DC, this webinar will present procurement best practices, from the pre-qualification of contractors, to project supervision, completing projects on time and on budget, as well as the critical importance of ethics, anti-corruption and financial integrity.

Fortunately, A.I. and machine learning, when combined with a simple smartphone, can be used to solve that problem. More importantly, this technology moves the challenge of roadway assessment out of the realm of subjective opinion to the world of true data-driven decision making and makes such a move available for even the smallest municipality or township.

This webinar will introduce how municipalities, cities, states/regions, and even nations use artificial intelligence to objectively monitor and maintain their roadways in a repeatable and affordable way.

Eric Dean Cook

Eric Dean Cook is the Managing Director for Manchester Consulting Group, LC and leads the firm’s infrastructure and financial advisory practice. Mr. Cook is a Registered Professional Engineer and has 20 years of experience as a consulting engineer in the planning, design, and delivery of transportation and civil infrastructure projects in the United States, Asia, and Africa. He has a diverse perspective in the infrastructure industry having worked as the owner, engineer, and contractor with the West Virginia Department of Highways, the U.S. Army Corps of Engineers, the Louis Berger Group, and E.V. McCracken Construction Company. He holds a B.S. in Civil Engineering from Virginia Tech, an M.B.A from Manchester Business School, and a Masters in Finance from Indiana University. Additionally, he is an Associate with the Wall Street Warfighters Foundation and serves as the International Committee Vice-Chair for the American Council of Engineering Companies in Washington, DC.

Cara Broadhead

Cara Broadhead is a Director at Manchester Consulting Group. Her professional fields of practice are countering transnational crime, financial analysis, risk management, business compliance and data analytics, social safeguards, ethics, and integrity management. She is a Certified Financial Crimes Specialist with over 15 years of experience in operational analysis in the government and private sectors both within the United States and internationally serving in roles such as Senior Analyst, Senior Intelligence Research Specialist, Business Analyst, and Foreign Delegation Liaison.
Cara is a graduate of the US Federal Law Enforcement Training Center’s International Banking and Money Laundering Training Program, US Department of Justice Financial Investigations Seminar, and the US Federal Financial Institutions Examinations Council International Banking School. She previously worked at the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) engaged in developing and implementing anti-money laundering, counter narcotics/terrorism financing and other transnational crime strategic initiatives. Cara is a native English speaker with fluency in French. She holds a Master of Science in International Relations
