Shirley Ybarra
Ms. Shirley Ybarra brings extensive experience in transportation policy arena, particularly in the area of public private partnerships and economic analysis. She has served in both the public and the private sectors. Ms. Ybarra was a senior transportation policy analyst at the Reason Foundation, a nonprofit think tank advancing free minds and free markets. She has provided policy guidance to public officials regarding public-private partnerships and government efficiency. Ms. Ybarra served as Secretary of Transportation for the Commonwealth of Virginia from 1998 to 2002, overseeing a budget of $3.2 billion and a staff of 13,000 people and six transportation agencies. Between 1994 and 1998, Ybarra was Virginia’s Deputy Secretary of Transportation.
Ms. Ybarra has been recognized as an expert in the P3 field. She is recipient of the American Road and Transportation Builders Association’s 2001 Public Private Ventures Entrepreneur of the Year Award for leadership in innovative financing of transportation projects. In June, 2017 she was recognized by the National Council of Public Private Partnerships as one of the ten in its inaugural list of ot Top 10 P3 Transportation Infrastructure Pioneers.

Jeremy M. Ebie
Jeremy M. Ebie is the founder and CEO of the Phoenix Infrastructure Group, an infrastructure investment and advisory firm based in Washington, DC. Before founding Phoenix, Mr. Ebie was an investment banker and management consultant for global firms based in Washington, DC. and Chicago, IL. Mr. Ebie has over twelve years of experience in infrastructure, municipal finance, and public-private partnerships (P3) advisory experience.
Mr. Ebie has served as a financial and investment advisor to federal, state and local governments engaging private sector investment in addition to private investors developing infrastructure investment vehicles across asset classes. Among these various capacities and engagements, Mr. Ebie has participated as an investment banker on municipal finance debt underwritings for water, energy and transportation projects, as well as a financial and fund advisor on P3 projects for various private investors. Asset classes include included clean water, air and ground transportation, bridges, water navigation, and parking systems.
