Value for Money in PPPs

One of the first steps to determine whether a project is suitable to be procured as a Public-Private Partnership through alternative financing and procurement is to compare the selected PPP approach with the traditional design, bid, build approach typically undertaken by public agencies – this exercise is often called Value for Money (VFM) analysis.

This webinar will discuss when is Value for Money analysis conducted; the components of Value for Money analysis such as costing, risks, discount rate, financial modelling; and international practices in Value for Money analysis.

The webinar will be suitable for:

  • Public agencies anticipating to undertake or those already experienced with PPPs
  • Private sector practitioners with technical or financial background
  • Sponsors, contractors, operators and investors in the PPP sector

The webinar will also provide opportunities to ask questions from PPP practitioners.

Mehran Avini is a professional engineer in the US and Canada with over 20 year of experience in the infrastructure and transport sectors. His focus is alternative finance and procurement AFP / PPP in infrastructure projects providing advice to public agencies, private sector developers, lenders and investors, rating agencies, and infrastructure owners and operators. He has advised on over 30 AFP/PPP projects in Canada, the US and internationally from the planning stages through procurement, operations, and as the independent certifier and technical advisor. He has also advised a number of public agencies and private sector developers and operators in road operations and maintenance.
