Introduction
ITS stands for Intelligent Transport Systems, but it might be more accurate to think of it as integrated Transport Systems and Services. Today, ITS is the integration of information and communications technology with transport infrastructure, vehicles and users. By sharing vital information, ITS allows people and goods to get more value and higher capacity from transport networks, with greater safety and with less negative impact on the environment. In the words of Eng. Abdullah Al-Mogbel, Mayor of Riyadh:
“ITS is a vast and multi-disciplinary subject – I think of it as a collection of technology applications for various different problems, such as traffic congestion, freight costs, public transport access, safety for drivers and pedestrians, fast response to accidents by the authorities, and many more. What this means is that ITS affects the entire range of transportation modes and options, at all levels.”
This second course, part of a series developed by the IRF especially for the road infrastructure and transport professionals in Saudi Arabia, discusses the subject matter introduced in the first course (May 2013) in more detail, and presents new issues of interest to managers, engineers and technical personnel in a direct and more focused way, including greater attention to case studies and real projects underway in the Kingdom. An important addition to this course is the topic of government procurements, both from the point of view of agency managers, consultants who write specifications and bidding documents, and contractors who execute these projects.
Course Description
The IRF’s ITS Executive Training Series Part 2 covers the main principles, concepts, elements, technologies and benefits of intelligent transport systems. The course materials are designed for both professionals who intend to pursue specializations in the area, and other civil and transport engineers whose responsibilities and tasks would be enhanced by fundamental knowledge of ITS.
This course provides an essential guide through the main applications of ITS to solving the challenges faced by transportation professionals in Saudi Arabia.

The course contains standard lectures divided in sections focusing on specific aspects and applications of ITS, followed by the presentation of case studies to convey the benefit of practical, real-life situations. Each section features a questions and answers session where interaction between an expert panel and the audience is encouraged. One-on-one interaction with the instructors is also encouraged and available.
Course Rationale
Civil engineers and transport professionals in the private and public sectors are in increasing need of additional tools to expand capacity utilization of the highways, roadways and public transport under their management. ITS offers the promise of increased capacity with compelling benefit/cost ratios, and benefits in terms of increased safety and convenience, lower costs, and environmental impact mitigation. In developed countries, three to five percent of a typical transport infrastructure project’s budget is set aside for ITS. Ideally, ITS should be incorporated in the design phase rather than added at a later time; adding ITS after design or construction are completed increases costs unnecessarily and may impact performance negatively.
A robust, comprehensive and orderly foundation of ITS standards is an essential component of any national, or regional long term ITS deployment plan. As Saudi Arabia and other Gulf countries expand their highway and urban road infrastructures, it is essential for both decision-making management and engineering and other technical staff to understand, adopt and utilize ITS standards in a logical manner.
It is also critical for managers and planners to have a firm grasp of ITS standards and ITS architecture, because interoperability and scalability, which are highly desirable objectives, could be compromised. Interoperability allows planners and managers to control costs via increased competition among solution and equipment providers. It is well established that, paradoxically, countries with less financial resources endure higher equipment prices than richer countries, partly because of monopolies supported by incompatible standards. Therefore, a well-designed ITS architecture enables: (a) forward planning that ensures maximum return on investment for deployments, (b) supports a comprehensive approach to ITS systems engineering leading to meeting all stakeholder needs originally intended while also maintaining schedule and budget, and (c) flexibility in equipment purchases through specification of open standards.
The infrastructure or transport manager of today cannot afford to stay aloof from technological innovation and the many benefits conveyed by the judicious deployment of ITS. All too often, senior and project managers simply do not have the time to learn about ITS, and find it difficult to keep up with the fast pace of innovation. It is essential for these managers to keep abreast of ITS developments in an effective manner. This course series attempts to fill that critical gap, by providing an overall introduction to the basics of ITS and their benefits, details about all major ITS applications, and adding the appropriate levels of systems engineering to project management to assure excellent programmatic and quality results.

The Municipality of Riyadh has undertaken a number of infrastructure, congestion mitigation and road safety projects designed to enhance the quality of life of Riyadh’s residents. Many of these projects have important intelligent transport systems (ITS) elements that improve the benefits obtained from a given investment. In keeping with the global adoption of ITS solutions and tools, the Municipality of Riyadh will continue to invest resources in the development of ITS projects, as well as in building the capacity necessary to plan, design, develop, execute, operate and maintain such projects.
The Municipality believes that capacity-building should include all parties: our own Municipality engineers that oversee projects, our consultants who design them, and our contractors that execute, operate and maintain them. In keeping with this belief, I have requested a series of ITS courses specially developed for Saudi professionals by the International Road Federation (IRF), the global leader in professional road infrastructure and transport professional training. The first course was held in Riyadh in May 2013 and received excellent reviews.
I am pleased to invite you to participate in this, the second ITS course developed by the IRF, to be held in Riyadh October 19-22, 2014. For this course, the IRF has assembled a multinational group of recognized ITS experts and put together an agenda to suit the needs of a wide range of professionals. As with other courses organized by the Municipality, this one is suitable and open to all Saudi professionals from all relevant sectors. It is my hope that our government and private sector executives and engineers will participate and support this course, thus enhancing their knowledge and capacity to tackle challenging ITS projects for the benefit of their organizations and constituencies.
Having been involved in ITS both at the international and national levels, I truly believe that the knowledge gained from IRF’s ITS course series will result in tangible improvements and benefits relating to the measured adoption and deployment of ITS in Riyadh and the rest of the Kingdom of Saudi Arabia.

Our instructors are recognized and certified in their country of origin and are carefully selected and vetted by IRF professionals. Additionally, IRF is a participant in Registered Continuing Education program (RCEP) in the United States. RCEP approved organizations certifications are accepted widely in the United States and globally.
Delegates who wish to claim professional development hours toward the renewal of their engineering certifications will be provided with a special form indicating the applicable hours.
Attendance will be tracked every day.
