Overview
This workshop is designed to provide a comprehensive knowledge of fundamental concepts and methods used in asset management to preserve a road network in a “State-of-Good-Repair”. Participants will learn about best asset management practices to maintain inventories, monitor functional and structural infrastructure performance, develop performance models, identify treatment and budget needs, prioritize resource allocation, and conduct life-cycle cost and risk assessment analysis to formulate cost-effective maintenance and rehabilitation strategies. Participants are guided through various interactive course modules to develop skills and knowledge on asset management practices towards sustainable and resilient infrastructure. Case studies with hands-on applications for the implementation of asset management systems are presented through real-world problems using software tools developed for main infrastructure assets including pavements and bridges.

LEAD INSTRUCTOR
Carlos M. Chang, Ph.D., P.E.
Associate Professor, Florida International University
Dr. Carlos M. Chang is an Associate Professor in the Department of Civil and Environmental Engineering at Florida International University (FIU). Prior to joining FIU in August 2020, Dr. Chang worked as an Associate Professor at the Department of Civil Engineering at the University of Texas at El Paso (UTEP), Associate Researcher at the Texas A&M Transportation Institute (TTI), and international consultant for the Inter-American Development Bank (IDB) and engineering companies in road projects overseas. Dr. Chang’s main research interests are in the fields of asset management with an emphasis on civil engineering infrastructure, knowledge management applications, performance models, and maintenance strategies. His overall research objective is to integrate sustainable principles with best civil engineering practices to develop advanced decision-making models, innovative analytical methods, and practical tools towards the preservation of infrastructure assets in a “State-of-Good-Repair”. Dr. Chang has an extensive teaching portfolio with more than 15 undergraduate and graduate level courses, and he has been recipient of the “Engineering Award for Connecting Professional Practice and Education” by the National Council of Examiners for Engineering and Surveying (NCEES). Dr. Chang has received the TSPE Excellence Award from the Texas Society of Professional Engineering for promoting professional practice through education. He is licensed as a professional engineer in Florida, Texas, and Peru. Dr. Chang is Vice President of the International Society for Maintenance and Rehabilitation of Transport Infrastructures (isMARTI) in the United States, Research Coordinator of the Pavement Management Systems Committee and member of the Pavement Preservation Committee at the Transportation Research Board, former Chair of the ASCE Infrastructure Systems Committee and the International Road Federation (IRF) Asset Management Task Force. Dr. Chang is frequently invited as a keynote speaker at international conferences and as a subject matter expert in technical committees.
